A ArcGIS layer needs to be built by entering data from an external website. The data needs manually to be copy-pasted. It is not a complicated task but might take a few hours. Access to ArcGIS/ArcMap is necessary. I can show how to do it for one polygon, and the same procedure can them be repeated for the rest of the polygons.
