Android simple video call

Write a simple application which can record video and audio signal with acceptable delay and frame rate through internet. When both users connect their phone to internet through wifi or 3g, they can simply press a button and start recording the media signal and stream out the data packet to the opposite side. The UI and layout of this application can be very simple. The most important part is the functional part and the stability. Once the application can do video conferencing for about 5 minutes without any errors occurs that will be find. The code in your work should provide clear comments about how the application works.
