Develop iOS and Andoid App using PhoneGap or Adobe AIR

I am looking for an experienced mobile application developer that is very confident with either PHONEGAP or ADOBE AIR to develop an education application for me that will be cross platform and work on iOS and Android. You must also have experience publishing to Google and Apple stores. Furthermore, you must know how to use Amazon Web Services as there will be a web server involved in handling user data and log in credentials. I have got a wireframe made and a comprehensive development guide for the developer to understand my requirements which includes a walk through youtube video and a detailed powerpoint presentation with full explanations. I have also got the interface of the application designed so the developer will be required to use my designs when constructing the application. In short, the application is designed for college students in helping them record their academic progress. The application will allow for students to keep count of the points they gain from completing various assignments and essays throughout the year. To win this project, experience is key.
