The most freelancers who bid on this job always write template proposal without any considering your requirement. Buenas, por lo uqe veo requiere una aplicación con dos módulos, el primero de ellos será una app web que cuenta con un módulo para ingresar y ver consultar los datos cargados desde el móvil, la API Rest con la cual se procesarán los datos que envía la app movil y la app para Android que permitirá enviar datos mediante un formulario. En general necesitaría saber que datos se estarán procesando y que otros módulos existen. saludos

Sobre mi le comento que soy desarrollador de software con múltiples lenguajes, entre ellos java que es el usado para el desarrollo de apps nativas para android. También trabajo con php para el desarrollo web y manejo distintos motores de base de datos como mysql, entre otros. En cuanto al proyecto sería realizar la app para android con java y un panel administrativo para la gestión de los datos a subir. Este último lo realizaria con bootstrap para la interfaz, php como lenguaje de servidor y mysql como motor de base de datos. Lo espero para cualquier consulta. Saludos.
