Build Social Networking Tech TIP site

Hi, We are looking for someone to make a social networking site of technology consultants who can sign up to be a consultant and a member sign up. The site basically will allow consultants to sign up and provide instructions documentation for projects that members are trying to complete but need consultation on how to proceed. We are looking for someone that can work throughout the design and development process of the website.
