Design Secure Login System

Hi i dont have idea what would be the budget so feel free i would like to have same system for my website www.c u b-o n l i n e.c o m/[login to view URL] (without spaces) username:demo password:training on [login to view URL] and [login to view URL] (i do believe this 2 picture it is enough to understand what needing)files and JobID and BrokerID will be increasing on every new data input and output will be the same format on the system.(unlike the one i gave address) . i am open for more advice or any idea thank you very much for future project would add on DataFeed options for rates from suppliers. it is all about having brokers will sell gas and electricity will come online and open new account for themself or add their customer on our system or edit general info and see new quotes for their own customer, and customer can come online and see their Quotes and they can choose as well(JobID will be username i guess) and able to choose one so brokers or customers will be able to input expected Quotes from supplier as well..
