Battery Fast Charger

I know this is for programming, but if you take a look at the documentation there is programming for the microcontroller. I need an electronics person to build 6, Fast NiCad chargers. I have included a 12 page PDF file that explains exactly what I want, including complete Schematics, Code for the microcontroller and detailed explanations of how these parts work. Requirements/Changes to included design: 1) Delta Peak voltage detection. 2) This should be able to charge 20 1.2V D NiCD batteries in series, in an hour and a half or less. 2.5)These batteries could be either 4000 mAh or 5000 mAh, both need to be handled. 3) I require the new design schematic and a parts list. 4) I need this done in a relativly short time. Please include with your bid how long it will take you to complete everything.
