A pure C++ library for controlling a large graph

We need to develop a library to control large graph, usign pure C++ (for platform independance). Graph should be stored in disk files and memory cache should be maintained during operation. The number of graph nodes and branches will change during operation and is unknown at compile time. Approximate maximal numbers are 300 thousand for nodes and 30 million for branches. ## Deliverables 1) Complete and fully-functional source code of all work done. 2) Deliverables must be in ready-to-run condition, i.e. ready to compile source code. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
