Do Not Call List Scrubber

I need a script or executable to run on windows OR linux, to take a csv with a VARIABLE number of columns, and remove LINES that have a row matching another list or DB row. Basically.. Scrubbing our lists of consumer data against the US National Do Not Call List. I have examples: INPUT: (as a .csv file) Phone, Name, Address, etc1, etc3, ... 2065551212, SomeGuy, someaddress, blah, blah, ... 2065550000, Some OtherGuy, Someotheraddress, blah,blah DATA: (as a flat file, or table in mysql db) 2065550000 2065550001 2065550002 ... (2 million rows currently) OUTPUT: (as a .csv file) 2065551212, SomeGuy, someaddress, blah, blah, ... (this is the row that does NOT match the DATA) This should be VERY simple.. I have a php script that does it halfway, I would like a more robust script. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows OR Linux, php is fine.. so is perl, or bash using sed/awk/grep etc. it would be even cooler to use vb6 and include source :) php/perl is FINE. I CAN put the list (2 million records) into a mysql DB, I think I already have one actually..
