ASP scripts to create folder, text files and apend data to individual text files with date stamp

I have a scripts/database that enables users to add new records containing property details. All data is currently stored on an access database, with various table fields including notes. We now require extra functionality for the recoding of notes. I would like a script writing that upon creation of a new record, automatically creates a dedicated folder for the new record eg c:\textfiles\1231\ The script the creates a text file within that folder eg c:\textfiles\1231\[login to view URL], checking that a file does not already exist. We also require that a script be written to apend to update page, Only that individual records data is displayed on this page. The script needs to append the text written in the notes section to the text file for that record, and should date stamp when the entry was made. Previous entries should not be able to be overwritten or amended.
