Build a Website

We are in need of a Joomla Component to be developed that will allow us to schedule MySQL database fields from the MediaTemple hosted (DV Server) Joomla website to be synced to an external remote MySQLdatabase and will also be able to pull data from external database to be recorded into the Joomla database. I need to be able to schedule this to sun every {X} amount of seconds and have this occur after new user registration. Please see drawing for detailed illustration. FYI - There will be a follow up project as well to generate another component or module that will allow user to register or add a new entity to a list after verification that the entity is not already registered and this will require the functionality to also generate a +1 increment to the license key field value and record a new license key value when the new entity has been added.
