Android Google Checkout License Check Script

I need a PHP script and small Java code that can query Google Checkout to check if a device is licensed to use an Android app or not. My app queries my server for information a lot, so upon querying for information, the Java code will pass in the phone's unique id and gmail account to the PHP script, if it's licensed, information will be returned, if not, no information is returned.
