App reservation queue system (similar to mailboxapp signup)

We want to build an app reservation queue system, similar to how Mailbox launched. The system allows for a user to sign up, at which point they are granted access to create their own "Reservation" queues, which can be embedded via a widget on a site. When a potential buyer of the app visits, for instance the launch page of a new app, they are able to submit their email address and other required information (selectable in the admin section) and, upon submission, are sent an SMS with a verification, and email with the verification, and they are placed into the queue for the app. The email and SMS contain an activation code. When the potential buyer is done, they see what number they are in the queue, and how many are ahead, and eventually, how many behind. The admin user is able to control how many activations are allowed. If, for example, he chose to allow 10 activations per day, then the 1st 10 people in the queue, once enabled, would get an email with a link to download the app from app store or android play, along with the activation code.
