Create extension for magento to change the way tax works

We need an extension created that will change the way Magento handles tax. Currently our website always applies tax (taxable goods (apply gst)) on shipping. We need this changed so that tax on shipping is only applied if a tax class is selected. If the tax class is set to none then no tax on shipping should be applier. Something like: if (Tax Class == taxable goods) { shipping tax = 10% } else if (tax class == none) { shipping tax = 0% }
