Depending of your goals, I would use openvpn with a radius server for authentication and mysql for database storage, so you can easily set up load balancing, high availability and your system is scalable to an almost unlimited size.. Openvpn is compatible with linux and windows, although for windows you need to install the software. The easiest vpn to setup on windows are pptp and l2tp which are included and well integrated by default in every windows release since windows xp. I would be delighted to help you with your project, I did set my bid to 2000$ just to set something, but we can discuss it, I feel sorry about all the people and companies attracted to your budget's upper limit of 50000$ which is really a (sorry for the bad word) shitload of money just for a vpn.. If my proposal got your attention, please have a little chat with me, I would like to know why you said you have already tried "with little success" and what are your goals, why have you specified "windows server".. Hello, just posting a question: when you say VPN service, are you talking about something that would be used within your own company or organization, or are you talking about a subscription service that would be offered to the public? I get the feeling that it is the latter. If so, what is it that you are marketing (anonymity, private connections, ...)? what deliverables would be expected of a successful applicant?

Hello, I can configure Open-VPN server in any VPS or Dedicated server in RackSpace, GoGrid and DigitalOcean ISPs. I prefer CentOS or Ubuntu/Debian as the server OS.
