Custom PHP mass mailing application

Hello, I'm looking for a php developer to create a mass mailing application to send 150K emails with these specifications : - Create campaign by adding a subject and an email body - Campaigns should be stored in the database in order to send them later. - When sending a campaign, we should be able to define all the email fields (From name, from address, subject title) - Upload a txt file that contains a list of 150K email addresses - The application should send 9000 emails each time so when we upload the original file, 1 email address should be added to the "To" field and 9000 addresses to the "Bcc" field - When we send the email, it should send to 9000 addresses, wait 10 minutes then send to the next 9000 email addresses using the Bcc field until the 150K are proceeded - When sending, we should see a progress bar that displays how many emails are remaining and displays a message when all emails are proceeded - We should be able to schedule campaigns so you should create a cron job that runs every minute to check campaigns and start sending them if needed. Our developer have already developed a version but there are some bugs that need to be fixed. I can send it to serious freelancers so they can evaluate the exact workload. You can start from this version and improve it. Please not that I already posted this project here and hired a freelancer to work on it but after 2 weeks I got a modified version of Interspire which is absolutely not what I want so I'm posting the project again. Please don't bid if you are not sure that you can handle this job. You should also send me a daily update via PM or screenshots to see the progress.
