Custom Sign Up Form With Register And Login

The site is [login to view URL], basically what i need is a script where people will create and account, and once i approve them admin side they can login and sign up for an event. On admin side i can create an event that needs X amount of dps, X amount of healers, X amount of tanks. Then once its filled the event is closed, however there is another way to sign up, if the event is filled they can sign up for back up. This will all show the time they signed up. There is 4 classes, Rogue, Mage, Cleric or Warrior. It will need to have at least X amount of rogues, and all people past the X amount are placed into Q until the others are set in stone. I will need to be able to delete members, give members privelages to sign up for raids and delete them if need be. This is something like phpraider, you can find this online.
