Complete Mailing Center

PHP, MYSQL. I need the coder willing to take this project on, which would be the beginning of many, to be able to create a mailing center which can deliver mailing to a database, which right now it´s on excel. I´m a graphic designer so I would need you to work, my html, css, designs into the mailing center page. To beign able to send in html style and attachments is requiered. Also a tracking way like saying, today I send a mailing to my database, and being able to name it. I´m not a coder that why I would need feedback for all the details you would need or would like to know. Also the website is halfdone and more things might be required in the future, so good pricing and speed of the working is a must!! Being very professional and honest is very important.
