Develop a mySQL database extractor (or suggest an existing ready made solution), to extract data to an offline database with mass mailing capability (or linked to a mass mailer software). The offline database need to be capable to be configured to auto-send e-mail to registered users that fall into a pre-define category (many predefined categories should be able to run in parallel). Manual query should also be possible for mass mailing promotion campaigns. If any additional software need to be purchased please indicated it by PM, do not include it in your bid.
