COM_PORT Data modification

I need an application to read data from a com port, modify the data and then send the modified text to the output. INPUT: D2525F0205S4095 $PJRCS,BTH,8.0,*20 The DXXXX part of the sentence isnt used. and i need a checkbox to swap between the FXXXX and SXXXX data. Now the data value that changes is the ",8.0" in that example. The application would need to scale the D or S value to fit to the output scale. the output scale is from 0.1 to 8.0 and the input scale is from 0001 to 4095 so the application would need to do some math to fit to the scale. I dont mind what language its written in but must have a list box to set the input com port and create a virtual com port for the output. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
