Clone site to be built in wordpress, all features must be added

I have only as low as 70 USD in my paypal. You should know how the currency affect most in here. I need you to built a professional EDITABLE wordpress site same as this site: [login to view URL] And implement it with all of the features (including the payment, member management, all of them) inside this one: [login to view URL] As you can see in my web, there's someone have in this project. Yes there's 2. The first one the developer can't do much because of it's too complex to create the payment system and the single pages (which i instructed him). He gave me 2 options, i pay the half and get the not-completed yet project or leave him with no pay. I choose the first option, i think i can continue the work. But i realized that it was toooooo complex, i just can see and nothing i can do. The other developers said he can do and after he's doing research to the web, he asked me my budget. I asked him the portfolio and he gave me bunch of successful project he did. I told him for 80 USD, and he disagree. It doesn't worth his effort. He want as much as $1000 and I said i've using my money for the first developer. Really i need this as an urgent work. Even i can't mark this as an 'urgent' because of the money, again. Please, if you're the one i'm looking for (who's skilled on it and care about start up web with no care for the money), i need you. Maybe you can use this thing to add your experience in making complex web. I've already have database and wp theme related to it. Either you want edit it or you'll create your own file it's okay.
