Convert part of a php website to wordpress using the same design.

My website: [login to view URL] The website is currently coded with a Smarty PHP template system and uses a customized Content Management System. I would like to use Wordpress for the News system instead to take advantage of some of the Wordpress features that are not currently available on my website (RSS feeds, Member comments on stories, tags, search engine optimization, ability to add additional plugins to the home page, etc.). The only thing I need converted is the News section and everything else on the home page just needs to function properly. I would like to keep the current theme, which has two "Top Stories" on the home page, 6 "Recent Headlines" underneath, and 3 featured stories beneath. All previously posted stories must be transferred over as well. You must have experience working with Smarty PHP and Wordpress in the past. The project must also be completed within the budget and within the quoted time.
