Community / Directory Site

I am looking for a developer to quote me on creating a community / directory site. These are the things required. A main admin area where they can add and remove pages like a normal cms / news system, add & remove clients, upgrade and downgrade there level. Clients must be able to log in and modify there account. ie Change there address, phone etc. Also depending on there level they can also upload there logo, post Job Vacancies & Post News and Press Release. The clients will come under categories ie builders / electricians maybe even both and this also will need to be part of the clients data. Visitors to the site must be able to find my clients by name or category. I already have a design and this would not be a problem for me to integrate into a script.
