Hi, Many years experience in digital sigange but so many question on your proposal inspite of of your specifications. 1) 8" long x 4" tall No Problem at all its just not a big sign. 2) plastic I asume tihs is the enclosure, would it matter if it was a mixture of plastic and Aluminium? 3) letters that light up with brake light intensity and color (red) NP. 4) letters spell out word(s) Words are ok, but the dot resolution would need to be defined. 5) words light up in red As above 6) battery powered Powerd for how long?.. rechaageable? USB? 7) operated remotely by wireless button Yes, controlled to do what? so many ways to do this part depending on what you want to happen. 8) attached magnetically to carrier OK if we can keep the total mass low enough.
