Create stand alone scrolling thumbnail page to display a report

I am looking to create a web page that can run in a standalone notebook computer. This is a page to be used for marketing purposes so it does not need to be connected to a server. The page needs to display report images in a scrolling thumbnail presentation. When the user clicks on the thumbnail the report will display on the page. I would want the scrolling display to look good (eye catching). Here are 2 YouTube links to this being done in Flash.
