This is a simple scripting project which I am more than qualified to do. Integrating it into an existing service might require more expertise. You haven't specified what form the deliverables will take, or how you expect the convertor to be deployed. I'm bidding assuming that you want the python script integrated or ready to integrate into an existing server. It's higher than the other bids, yes, but I would advise you to hire someone who actually reads your project description.
