Create a Ubot or something similar

I need a ubot that does the following: I'm looking for a ubot or something similar to be created that will create +1 votes on Google (the new +1 they introduced) by logging in and out of separate google accounts and voting + for a user defined URL. It will need to have: 1. Public proxy harvester. 2. Proxy rotation capabilities. I'm open to the platform- must be easy to use.
