Build a Trading Software Program

I am a short term equity trader. I have built a few trading setups that are great setups but difficult to find. I'm looking to hire someone that can build me a software program that can do some certain things. First, it would scan the whole stock market excluding OTC BB stocks and through that list find the stocks that match the setups the best. It would then go a step deeper and show the amount necessary for each trade. It would then go a step further and since these setups are designed off of closed 30 or 60 minute candles it would show up in one color when they setup and a different color when the candle closes and the setup is confirmed. There are more options than that as well but that's a good starting point. The budget is going to be a custom deal but we understand this isn't a quick project either. You would have to sign something that releases all rights of the software as well--I am not letting anyone else use this without our consent. If you have the skills--we'd really like a software version for the desktop and a mobile version for the IPAD, but that may be a separate deal. The software is the most important. I know sites like Madscan offer a generic scanner as well, but like I said, I'm looking for something a little more unique that gives specific setups and shows me the stop necessary, profit targets, etc. Basically I want my setups to become automatic but I will still pull the trigger myself--I do not require automated trading. I just require something that can look through 500 stocks instead of me where I can only look through 20 or so stocks in the same amount of time. I'd like to start this project in the next 2 months--for now I'm simply trying to find the right candidate to do the work. I just picked a budget ballpark--if the price needs to change, we can work something out.
