Design Video that emits BRIGHT Blue Screen Comparable to Blue LED -- 2

Project: (Video for mobile Android app) High Definition Design a video that emits a bright, bright blue light comparable to a BLUE LED light. The video will also display sparkles covering the entire screen of video - colors to include: blue, white, silver and purple. In addition, the video will emit a bright, but lighter blue that will use a wave motion constantly moving form left to right, then right to left. The video will be 5 to 10 seconds and continuously loop. I've attached a mock design. I can provide you with .PSD file of the screen where video will be embedded. I also attached image of color light we are attempting to replicate.
