Custom Program for a Mobile Data Terminal (Barcode Scanner)

I am looking for a custom program that I can load onto a portable data terminal with barcode scanner. I need it to collect 5 pieces of data for each record. Approx 100 items will be scanned a day and at the end of the day, I will need to connect it to a PC and have the data uploaded into an excel spreadsheet. I do not have a specific barcode scanner model or brand in mind, so I welcome any suggestions. The items being scanned will be housed outdoors, so the scanner must be able to withstand the elements. The program should act as follows: 1. Run program on portable data terminal 2. Collect data 3. Block # 4. Variety 5. Scan barcode 6. Picker # 7. Payroll code after 7, go back to #5 until we're into a new block# or variety. the block # and variety should pass down for all entries included in steps 5-7. once we're done scanning for the day, we should hook up scanner to PC and have data dump into excel.
