AVI file processing for motion detection

We currently have an application that processes jpeg images for the purposes of reading license plates. The application utilizes AR Hungary software SDK and has been written in VB 2005 (.net) We have an immediate need to add the ability to read an AVI video file, determine if movement has occurred and to send several snapshots (jpeg) to our existing application. A code example of the motion detection is included in the SDK. We are looking for someone available immediately, who has VB.NET experience to complete this task within the next couple of days. If you have experience with AR Hungary Freeflow software that would be even better. Alternatively, if you already have a snippet of code that can do motion detection and output jpeg files could be considered due to the tight timeframe.
