create a site from PSD (HTML+CSS+jQuery)

Hello, We need to create a site from a PSD file. The site should be written in RTL (like arabic/hebrew) - that doesn't take much effort, it just makes it mirrored. Few notes: * Site BG should fill the whole BG * Site should have lightboxes opened per person * Site should work on all major browsers * Top + Bottom links should be operational * Allow 3 artists per line * Bottom square buttons should change on hover See 2 images: 1. regular site 2. lightbox opened We will need expensions after this 1st step - make it good and we'll need you in the rest of them.
