Delphi Intraweb App - Capturing & Managing Measured Data

I need a Intraweb application that can manage system administrators, users, vehicles and data on vehicles using the internet. Vehicles are owned by users and a user can only view vehicle data from the owned vehicles. A vehicle can be owned by multiple users. A seperate login for system admin. System admin can manage config data for users, system administrator and vehicles cature credentials for secure data capturing. Vehicle data will be communicated by a specified protocol to a socket on the server hosing this application. The application will check the data add credentials fom the vehicle data capturing device and add timestamped data to the database against the registered vehicle. The user can view and export data catured from the vehicle caturing device in a table form. The data can be filtered between a begin and end date. We will do the project based on a complete specification. Please indicate previous intraweb experience.
