Convert PSD to Responsive Wordpress Theme with Theme Options

Wordpress developer required to convert our PSD files into a fully responsive wordpress theme. The theme needs to meet the following requirements: - responsive design - seo optimised - page speed optimised (should achieve 80+ score on google pagespeed) - image slider - shortcodes, such as icons, tabs, accordion, etc - contact forms - breadcrumb navigation - cross browser compatible - clean commented code - customizabe menus The theme will be used on multiple sites, so it should include a theme options page, making it easy to customize the following: - Choice of 2 different header menu styles. - Change colour scheme - I would like to have a several pre-installed colour schemes (I can provide you with these) as well as the option to manually use a customised colour scheme. - Change the layout of the inner page - either left or right sidebar. - Choose a default background header image (this would be used whenever a custom image has not been uploaded for a particular page - Change background colour or add a background image/texture. Etc.
