Customize Plugin --- Not more than 70 CAD-$ ! ----

I want a plugin for wordpress. If you need more than 70 CAD do not offer please !!!! It is an online book-payment for a restaurant to deliver food. 1- The menu for each day is open to book and pay before 9am of that day. 2- We want to have some limited number of food and cookies be sold online (for example less than 20 per day) and we need a text been shown in website saying that : for example : 3 foods are remained ! 3- Each customer will get a random number to follow his/her purchase. Also, If you can not give me the project at time, you should pay me 30 CAD as a penalty (taking my time) Please see attachment for more.
