First of all, the only way to achieve "cannot be uninstalled without a password" is that application must be registered as "Device Administrator" that means your customers should trust you to gain that privileges, does that option suits you ? Secondly blocking some websites from access is very easy, however filtering by keyword not so. User will have to manually give Accessibility, .. etc permissions. this means app will move him on a settings page and he/she will have to check for checkbox so android knows he/she trusts you. That's only way this application can work as long as it requires to monitor every traffic in your phone. I hope i've explained everything. Please contact me if you have any question about anything.
