We need a server that can sync with our heroku postegres database with the following characteristics: 1. It will be based on Rails 2. It will be able to download a subset of the data in our herou postgres to a local data store. 3. It will have a user interface in Angularjs that lets a yser specify the data it needs to dowload. 4. It will not be reliant on any internet connection being present after the download. 5. It will use message queueing or some other technology to post information back the cloud when updates are made and internet is available.
