I will only provide high quality animation, which cannot be done for the budget you have provided, especially 15 seconds worth. I do 2d animation mostly and some 3d. It is nice that you have a script, but i will have to storyboard as well as animate. You get what you pay for though. If it doesnt have to be great then sure 250, but if it commercial quialty you are looking for, then even $1000 is cheap.
