Hello, I'm a computer scientist from the days of legacy UNIX/WIndows/DOS when multi-threaded applications, mutli-processing - and even multiple-cores on a CPU - didn't even exist. The way scheduling of threads and processes for execution to by the CPU's cores, is managed, is generally by the "Scheduler" of the kernel of the O/S. Algorithms such as round-robin are used to "time slice" the total CPU resources to individual threads, based on thread priority(specified by user, or default O/S assigned thread priority etc). Detailed discussion of this subject, is mainly theoretical and best done, by reading a book on "Systems and Resources" or Operating System and Kernel design concepts.
