I saw your pages. They have difficult markup structure and it will not be easy for anyone to work on it. It will surely require lot of time on this project. I had done similar type of project in the past with great success. Nobody can do better than me on this. But my charge will be really high on this. as it will take much time to work on this. I can provide you with the nine css files you will need to add mobile friendly media-queries to your pages. I will run your pages through the google mobile friendly test first to find any additional adjustments that need to be made then make the changes you have documented in your attached files. I did have a question about what you expected to do with the areas of your page you have blocked out in red. Do you want those areas not to appear in mobile? I don't entirely understand your markup. Additionally, I don't think adding classes to your site will be necessary. The site appears to be organized enough that the existing site structure will be good enough to make these changes.
