GIS Application for identifying (Empty/Build up Plots) We need this software to mark (Empty/Build uplands) based on the satellite imagery. As per our requirement supplier need to perform the following task. Download and use the satellite imagery from any of the free to use sources available over Internet like Based on selected area in our case "Jeddah" city this program will input the GIS tagged image and output will be shaped file/Spatial geometry logged into PostgreSQL database, each shape identified via GIS image should contain information points for that area like 1) Empty Plots (geometry as a polygon) 2) Used Plots (geometry as a polygon) 3) Elevation/Height of Used Plots Final product will be an application to process the downloaded satellite imagery data into insights into spatial data to identify the location on the map as empty/used plot and in-case of use plot its height and structure size. The supplier needs to provide full source code and training on how to download imagery of the selected area and use the application systematically. Note:- Supplier should provide the training data for the complete system and minimum 80% accuracy of plots GIS prediction.

My understanding from what you have posted is you need a program developed that can accurately catalog if plots of land are vacant or not, i'm guessing for some kind of leads generation tool. If you can provide a census block map of the area I can absolutely accomplish this for you. Ive worked on a program that identifies if a property has been damaged in fires using satellite data. To do this I simply used a RGB analysis within the census blocks and analyzed the color values for a fire or not. I think i can use the same method to find if a lot is vacant or not.

Hello. My name is Victoria Kucharczyk. I will use ArchGIS in this project. In this project I will use my knowledge in what I have learned in Urban Geography since this project is very similar. First I will find data for your city to help in overlaying the satellite images. Then create shape files to empty and used plots of land with visually or data used to determine if the plot is empty or used. If you choose me for the project you need to tell me what are your criteria for empty and used plots. Then the second to last piece find the elevation of the used plots. Then creating a map that shows all the land that’s being used with elevations. Lastly I would send this data through a pdf or the actual ArchGIS file to you if you like.
