Build a Website

I have list of cities with their timezones which i want to group them based on availability timezone for one of them. so lets assume i have workers around the world but i want to meet them all over skype video call with a limit of 20 participants including myself (19+1) on that conference call the grouping need to be for the countries that they don't be outside of their working hours (their 9am - 5pm) and for me i can be available from 9am - 8pm from django admin i need to be able to do: 1- insert and import cities names, country code (two letters) and its timezone using csv csv file 2- of course edit/update an entry of this added/imported city 3- from admin or frontend (preferable) i select the entries then input a number to start the grouping process, so if i want 19+1 (me) or 9+1 or 14+1 it need to be configurable for these grouping 4- it will then output the list of cities in groups table and next to each city the time and my city (which i think need to be set from step 3) to be highlighted so i know what time i need to be with each group for the meeting of course each group will be on separate date so i don't care about days, just need times sample csv file will be something like: country code, city name, timezone in GMT + or - AA,Aaa Aaaa, 7 BB,Bbbbb,-4 this should be a few hrs task which can be done maybe based on something like [login to view URL] to make it faster to start
