Sounds like you want to set up a socially-oriented smuggling ring with a barter system at the distribution center. 1) If the trading post works on the barter system, it will not be able to purchase goods outside the country with the trade article, unless they are high-value, low-mass objects - jewels, gold, narcotics. 2) To keep it non-profit, not abusing the poor or not exclusively for the rich, the operators will need to have an ideology not commonly found in economic emergencies.
