Basic Adobe Animate (Flash) menu

I have an SVG design that I want to use as an interactive menu. The word labels should act as buttons, (along with the associated markers) and when hovering over them, the colour of the word should change and a small map image of the selected area should appear in the empty space to the left of the main area. When clicking, it would just take you to a specific URL. I want to be able to insert this into existing HTML I have for the front screen of my website. I would do the Dreamweaver part myself. I just can't figure out how to use Adobe Animate (formerly Flash). I have all the small map images as JPEGs and the graphics are all SVG. If the basic set up is done, I can probably make adjustments in Animate myself.
