Build from scratch a high end, classy wordpress website for a UK business

My client has a website that is dated but was working fine, and needs a new one that is responsive. He has 2 company names and so needs the new website to incorporate both of them. The copywriting we will do as we have someone in the business who has written the copy for similar sites. But we do need an expert in web design who has worked on classy, high end websites, that look and are attractive on multiple platforms – not just on PCs. He likes the look of [login to view URL] The clients we seek to attract are wealth managers, celebrities, and government dignitaries. The business is not yachts at all, but services that only the wealthy and celebrities buy. So high quality photography, fast load times and a trustworthy, reputable brand style are what we are seeking. If you have experience with this then please quote for a 30 page website, with the client to load the copy, and to supply and integrate the photography. Client will need all the photography licensed or royalty free, he works in security and law and so this needs to be all above board and all owned outright or licensed accordingly. Also quote for 3 months SEO (Monthly SEO support to shape the website to attract key phrase searches) A reminder the copywriter and client will provide the keywords and the copy, so this is for integrating the content and optimising the site (yoast or similar) and reporting on SEO success in Google UK in particular. Additionally, quote to do beyond the 3 months. In your bid I need to see 2 things please; 1) The keyword “fumble” because that shows me you have read the project brief and are not autobidding. 2) Links to at least 6 high end websites you have built in the last 12 months that can provide references. Ideally UK, failing that at least English in first language, so USA, Australia, etc. 3) The client is in the UK and so am I, but I am in the USA sometimes too.
