Build a responsive website

This project requires responsive web interface having following essential features - a) web interface design must be responsive to serve request from variety of devices. b) Interface will have three separate sections I.e. users to view contents who need services and providers who provide services and admin who manages and supervise contents. c) User's screen will have approx 6 tabs with contents search. d) Provider's screen will cater details of services to be provided by Provider's. e) Admin screen will be used to supervise and manage contents of two section of website. f) User, provider and Admin section will be having authentication framework. g) Development must be incremental with agile methodology. h) Development/Deployment must be cloud based to support container managed deployments. e) It's small projects hence development and deployment must be cost effective within budget. I) post production bug fix and minimum support if needed. j) would be great if executed similar projects in past. Thanks. That's all for the overview. Looking a strong association.
