Problems with Stylesheet and resizing graphics

I have a website that is almost complete. I am having problems with the formatting in the stylesheet. Some area's the style sheet are ignored. My links are not underlined. A logo needs to be centered. There are some extra space between graphics they I can't delete due to the stylesheet. The stylesheet won't let it center a graphic. The stylesheet will not allow me to enlarge or bold text. An animation needs to be resized while still filling the entire page horizontally. I need to know how to control the speed of the animation. I need someone to fix the stylesheet on my server. I can provide more specific details if interested.
