100 quality SEO backlinks

I run a website about hair (guides and products) and are in the market for for quality backlinks. Must be quality, slowly generated, White-hat ONLY, permanent back-links. We are looking for 100 PR3+ backlinks. Please do not bid if you do not have link building experience.
