Create Simple 2nd Monitor View Program

We are looking for a long term developer of our software. We have been referred to this site by a friend and are a bit skeptical so please be patient. We have decided to make a "test" project to see if this is indeed a place to find quality programmers. Please read this entire description and bid/reply accordingly. THE FULL SCOPE OF OUR SOFTWARE: To create software that will allow us to view and send messages to one of many monitors (computer screens) running off of a single pc with 12 monitors. REQUIREMENTS: A single control panel (software) which will allow us to choose which monitors to view, the size and position of each monitor viewing area, the ability to send a message to a specific monitor, and the ability for the user on that monitor to respond (via touch screen keyboard) as they are touch screen monitors. FULL BUDGET: $1800 THIS NANO PROJECT: For this we want to risk little and share little. We're hoping to find a programmer to trust and work with on Freelancer for this and many projects in the future. So, we're looking for someone who is available to start now and do a simple demo project for $20. All this demo will do is display a mirror of what is on monitor #2 in a re-sizable window with a force-to-front focus. That is it. Our thoughts are if you cannot do this simply and quickly the overall project will be beyond your ability. If you have issues with this please let us know or pass. We are strongly hoping to use a programmer here as it would save us time and money but are very skeptical. If we can get a working demo with quality code we will ask you to do the entire project. If not, little risk for us and that is all we are willing to take right now we hope you understand.
