google sheets add on

Dear Sir/Madam We want google forms to add on, where when multiple people access the form and select the options, the selected options will get eliminated. Multiple people have to be able to access it and configure the options. A classic example is provided in image-1. An example is provided in the images below. A screenshot of the generic form is provided below in image 1 and when a particular user selects an option (option 3 and 4 in this case), those particular options will disappear from the screen. Refer to the image - 2 in this case. The functionality is required to be to able to configure if a particular option can be eliminated or not. Another configuration that is required is to able to be to select the number of times a particular option can be clicked before it gets eliminated. For example - option 2 can be selected 4 times ( or by 4 people ) before it is eliminated. We will handle the deployment and payment integration of the add-on to the google store and only require the app to be built with an architecture that allows deployment and payment integration.
